On August 19, the Case Collection of China SOEs’ Implementation of the New Energy Security Strategy of “Four Reforms and One Cooperation”, a collaboration between the Research Center of the State-owned Assets Supervision and Administration Commission of the State Council (SASAC) and CHN Energy’s Technology and Economics Research Institute, was published, with Shuohuang Railway’s achievement, Building an Intelligent, Diverse Supply System for Heavy-Haul Railways to Provide Solid Transportation Support for the Energy Supply Revolution, included.
Shuohuang Railway has been committed to promoting the energy supply revolution by establishing a smooth, highly efficient, intelligent, and diverse energy supply system. It has advanced the transformation of transportation models, including shifting from “truck to train” and from “bulk cargo transportation to container transportation”. It proposed and established a modern comprehensive logistics system known as “Channel + Hub + Network + Platform,” successfully opening multiple new multimodal transport logistics channels. In 2023, it set 41 new transportation records, achieved an annual transportation volume of over 300 million tonnes for the seventh consecutive year, with a accumulated thermal coal transportation volume surpassing 4.562 billion tonnes. Meanwhile, Shuohuang Railway has given top priority to independent innovation in core technologies for intelligent heavy-haul railways and carried out a series of technological advancements and major demonstration project constructions including the successful trials of 30,000-tonne heavy-haul trains and autonomous driving. These efforts had won the approval of the Railway Industry Engineering Research Center for High-efficiency Heavy-haul Railway Transportation Technology under the National Railway Administration. In February 2023, Shuohuang Railway was included into the List of World-Class Specialized Leading Enterprise Demonstration of SASAC as the only railway enterprise among 200 enterprises nationwide. In July 2024, Shuohuang Railway was selected as a Direct Contact Point for Primary-Level Enterprises in the SASAC’s Deepening Reform and Enhancement Action Initiative.
The Case Collection of China SOEs’ Implementation of the New Energy Security Strategy of “Four Reforms and One Cooperation” was released at the Conference on China SOEs’ Achievements in the Implementation of New Energy Security Strategy & the 5th “Liupukang Energy Forum.” The collection includes 163 high-quality cases from dozens of central and local state-owned enterprises, with focuses on 5 key areas: Energy supply, energy consumption, energy system, energy technology, and international cooperation. The cases cover major sectors such as coal, electricity, and petrochemicals, offering a multidimensional, multilayered, and comprehensive view of the highlights, achievements, and best practices of state-owned enterprises in building a high-quality new energy security strategy over the past decade.
